Be it enacted by the Council as follows: Section 1. Section 1116 of the New York city charter is hereby amended by adding a new subparagraph c to read as follows: c. It shall be a violation of this section for an officer or employee of the city who is a candidate for any elective city office to appear or otherwise participate in any television, radio or printed advertisement or commercial on behalf of the City of New York which is funded, in whole or part, by governmental funds or resources on or after January first in the year an election for such office shall be held. Nothing in this section shall prohibit the ordinary communications between officers and employees of the city and the public and between elected officials and their constituencies except for the period of thirty days prior to a primary or general election in which such person is a candidate for any elective city office. �2.
