Be it enacted by the Council as follows:
Section one. Section 19-101 of the administrative code of the city of New York is hereby amended by adding thereto a new paragraph e to read as follows:
e. "unlandscaped" shall mean properties which are predominantly hard-surfaced or were originally designed and constructed to be hard-surfaced areas but now contain volunteer growth, properties which are predominantly hard-surfaced but which contain occasional tree pits or planters and sites where vegetation is limited to a minor portion of the overall property.
�2. Chapter one of title nineteen of such code is hereby amended by adding thereto a new section 19-107.1 to follow section 19-701 to read as follows:
�19-701.1 Responsibilities of the commissioner. In addition to any responsibilities or duties conferred upon the commissioner by any other law, the commissioner shall be responsible for the cleaning and clearing of vegetarian from center malls, traffic and safety islands, triangles, medians and other areas if various shapes, sizes and materials located fully within the beds of roadways, raised above the level of the roadways and/or physically separated from the roadway by curbing or other barriers. Such responsibility may not be conferred upon any other agency unless authorized by local law.
