Be it enacted by the Council as follows:
Section 1. Section 3-703 of the administrative code of the city of New York, as amended by local law number sixty nine of nineteen hundred ninety, is amended by adding a new paragraph 13 to read as follows:
13. Each candidate shall be responsible for the accuracy of the factual information contained in the candidate's statement submitted to the campaign finance board for its voter guide. As used in this paragraph, "factual information" shall mean information which is verifiable from public records, including but not limited to facts concerning a candidate's military record, voting record, educational background, professional status, occupational history, and place and length of residence.
Upon the complaint of any person that the candidate's voter guide statement contains incorrect factual information, the board shall investigate such claim and, after notice and hearing, may impose a fine of up to $500 upon the participating or non-participating candidate for each incorrect statement made in the candidate's statement or make a determination that the participating candidate is no longer qualified for public financing because of the incorrect information.
�'2. The board shall promulgate rules establishing the procedure by which a complaint under this section shall be made and determined by the board. In addition to the requirements of section one thousand forty-three of chapter forty-five of the charter, no rules promulgated by the board pursuant to this section shall be effective until such rules are submitted to the council and within thirty days of receipt thereof the council has not voted to disapprove such rules. If the council votes to disapprove the rules it shall forward its reasons for such disapproval to the board and the board shall either amend the rules or withdraw them from consideration. The amended rules shall not be effective until the board submits them to the council and within thirty days of receipt thereof the council has not voted to disapprove such amended rules.
�3. This local law shall take effect immediately.
