Be it enacted by the Council as follows:
Section 1. Chapter one of title fourteen of the administrative code of the city of New York is amended by adding a new section 14-150, to read as follows:
�14-150. Handgun, rifle and shotgun registration report. a. Definitions. For the purposes of this section, the following terms shall be defined as follows:
(i) "Handgun." Any pistol, revolver, sawed-off shotgun, rifle or other firearm of a size which may be concealed upon the person.
(ii) "Rifle." A weapon designed or redesigned, made or remade, and intended to be fired from the shoulder, and designed or redesigned and made or remade to use the energy of the explosive in a fixed metallic cartridge to fire only a single projectile through a rifled bore for each pull of the trigger.
(iii) "Shotgun." A weapon designed or redesigned, made or remade, and intended to be fired from the shoulder, and designed or redesigned and made or remade to use the energy of the explosive in a fixed shotgun shell, to fire through a smooth bore either a number of ball shot or a single projectile for each single pull of the trigger.
b. The department shall submit to the city council, on a semiannual basis, a report detailing various statistics related to handgun, rifle and shotgun registration in New York City. The statistics to be included within the report shall include the following:
1. With respect to handguns:
(i) The number of applications received for new handgun licenses, and the number of new handgun licenses issued.
(ii) The number of applications received for renewal of handgun licenses, and the number of handgun licenses renewed.
(iii) The total number of handgun licenses in circulation as of the end of the reporting period.
(iv) The total number of handguns in circulation as of the end of the reporting period, that being the total number of handguns registered on handgun licenses.
(v) The number of handgun licenses revoked.
(vi) The number of handgun licenses revoked subsequent to an arrest of the licensee for a violent offense involving a handgun.
(vii) The number of handgun licenses revoked subsequent to an arrest of the licensee for a violent offense involving a handgun, and in which the relationship between the arrestee and at least one of his/her victims fit the "Family/Household" definition contained in the police department patrol guide.
(viii) The number of registered handguns reported stolen.
(ix) The number of registered handguns utilized in criminal activity subsequent to having been stolen.
The data required by subparagraphs (i)-(ix) above shall be provided on a borough-by-borough basis, and shall further indicate the type of handgun license involved.
2. With respect to rifles and shotguns:
(i) The number of applications received for new rifle and shotgun licenses, and the number of new rifle and shotgun licenses issued.
(ii) The number of applications received for renewal of rifle and shotgun licenses, and the number of rifle and shotgun licenses renewed.
(iii) The total number of rifle and shotgun licenses in circulation as of the end of the reporting period.
(iv) The total number of rifles and shotguns in circulation as of the end of the reporting period, that being the total number of rifles and shotguns registered on rifle and shotgun licenses.
(v) The number of rifle and shotgun licenses revoked.
(vi) The number of rifle and shotgun licenses revoked subsequent to an arrest of the licensee for a violent offense involving a rifle or shotgun.
(vii) The number of rifle and shotgun licenses revoked subsequent to an arrest of the licensee for a violent offense involving a rifle or shotgun, and in which the relationship between the arrestee and at least one of his/her victims fit the "Family/Household" definition contained in the police department patrol guide.
(viii) The number of registered rifles and shotguns reported stolen.
(ix) The number of registered rifles and shotguns utilized in criminal activity subsequent to having been stolen.
The data required by subparagraphs (i)-(ix) above shall be provided on a borough-by-borough basis.
�2. This local law shall take effect 180 days after it shall have been enacted into law.
