Section 1. Subdivision 5 of Section 16-118 of administrative code of the city of New York is REPEALED and a new subdivision 5 is added to read as follows:
5.a. It shall be unlawful for any person to distribute or cause to be distributed to a dwelling without the permission of the property owner one or more weekly circulars contained in a plastic bag.
b. The commissioner shall be authorized to collect a fee each time one or more weekly circulars are distributed or caused to be distributed to a dwelling in a plastic bag.
�2. This local law shall take effect immediately.
