Be it enacted by the Council as follows: Section one. The administrative code of the city of New York is hereby amended by the addition of a new section 18-101.1, to read as follows: �18-101.1. The commissioner shall be required to include as part of his proposal for individual capital projects, a separate and specific expense budget line for each rehabilitated department facility, to be used exclusively for its maintenance and upkeep for a period of five years from the date of its completion. Said expense budget must be used for maintenance and upkeep purposes only and for no other reason, and must be appropriated at the time the capital project is approved. The commissioner shall determine the standards necessary for the maintenance of each rehabilitated department facility over the five year period. �2. This local law shall take effect at the beginning of the next fiscal year following its enactment into law.
