Be it enacted by the Council as follows:
Section 1. Section 17-320 of the administrative code of the city of New York is amended to read as follows:
� 17-320. Exemptions. a. The commissioner or board may promulgate [regulations] rules exempting any non-profit association, including but not limited to a government agency, charitable, educational, religious or other such organization, and any concessionaire of a government agency, from compliance with any of the provisions of this subchapter.
b. For purposes of subdivision a of this section. "concessionaire of a government agency" shall mean any person partnership, corporation or other business entity which has been authorized by any agency, board, bureau, commission, department or other similar entity of the city of New York to operate one or more mobile food units in an area within the jurisdiction of such city agency, board, bureau, commission, department or other similar entity pursuant to chapter fourteen of the New York city charter.
� 2. This local law shall take effect one hundred and twenty days after the date of enactment, provided that the commissioner of the department of health, or the board of health of the city of New York may promulgate any necessary rules or take any other actions necessary for the timely implementation of this local law prior to such effective date.
