Be it enacted by the Council as follows: Section 1. Article ten of subchapter three of chapter one of title 26 of the administrative code of the city of New York is amended by adding a new section 26-253 to read as follows: �26-253 Access for bicycles. a The owner, lessee, agent or other person who directly or indirectly is in control of any building shall make reasonable provisions to provide for access to such building by any tenant, subtenant or person in the employ of such tenant or subtenant when any such tenant, subtenant or person seeks to enter such building with a bicycle. b. The owner, lessee, agent or other person who directly or indirectly is in control of any building shall make reasonable provisions to provide for access to locations where such bicycles shall be stored as provided in subdivision c herein. Such reasonable provisions may include the designation of freight or service areas or spaces or freight or service elevators, where such elevators exist in a building, for use by such tenant, subtenant or person with a bicycle. c. Bicycles shall be stored in rooms, offices, areas, spaces, or any portion thereof, designated by such owner, lessee, agent or other person in control of such building or designated by a tenant or subtenant in such building when such tenant or subtenant has control of such room, office, area, space or any portion thereof pursuant to a lease or other agreement. d. Notwithstanding the provisions of subdivisions b and c of this section, no bicycle shall be stored in a manner that is dangerous or unsafe. Any such bicycle that is so stored in such a manner shall immediately be removed or made safe and secure. e. The owner, lessee, agent or other person who directly or indirectly is in control of any building shall, at his or her discretion, perform one or more of the following: install a sign in a conspicuous location that is readily visible to the majority of the tenants, subtenants and persons in the employ of such tenants or subtenants; post a notice in one or more common areas of such building; or provide for the distribution of a notice to the tenants, subtenants and persons in the employ of such tenants or subtenants. Such sign or notice shall at a minimum indicate whether provisions have been made to provide for access to such building by any tenant, subtenant or person in the employ of such tenant or subtenant who seeks to enter such building with a bicycle. �2.
