Be it enacted by the Council as follows:
Section 1. Section 16-131 of the administrative code of the city of New York, as enacted by local law number 40 for the year 1990, is amended by adding a new subdivision g to read as follows:
g. (1) No putrescible or non-putrescible solid waste transfer station located in a residential district as established by the New York city zoning resolution, or within four hundred feet of a residential district, public park or school shall be operated between the hours of seven o'clock p.m. and seven o'clock a.m.
(2) Such prohibition shall be recited in any permit or renewal of a permit for a putrescible or non-putrescible solid waste transfer station issued by the commissioner subsequent to the effective date of this subdivision.
(3) In addition to the restrictions set forth in paragraph one of this subdivision, the commissioner may further restrict the hours of operation of any putrescible or non-putrescible solid waste transfer station as a condition of such transfer station receiving a permit pursuant to any other provision of this section or of section 16-130 of this chapter.
�2. This local law shall take effect immediately.
