Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 10 of the administrative code of the city of New York is amended by adding a new section 10-162 to read as follows:
� 10-162. Installation of cameras by city agencies in a public place. a. Definitions. (1) "Public place" means a place to which the public or a substantial group of persons has access, and includes, but is not limited to, any street, highway, parking lot, plaza, transportation facility, place of amusement, park or playground.
b. Prior to placing or installing any surveillance camera in a public place, an agency shall follow the procedure established herein.
1. The agency shall submit to the City Council, in writing, the location of the proposed surveillance camera, the length of time such surveillance camera will be placed at the location, and the reasons for the installation of such surveillance camera.
2. The Council may, within thirty days after receipt of such submission, hold a hearing on this matter. No surveillance camera shall be placed or installed prior to the expiration of this thirty-day period or a council hearing, whichever is sooner.
c. Each agency shall keep a list of each surveillance camera installed in a public place and the location of such surveillance camera. Each agency shall submit to the City Council, upon request, a list of each surveillance camera installed in a public place and the location of such surveillance camera.
� 2. This local law shall take effect immediately.
