Be it enacted by the Council as follows:
Section one. Section 19-162 of the administrative code of the city of New York is amended by adding a new subdivision 3 to read as follows:
3. For purposes of this section the following terms shall have the following meanings:
a. "Passenger vehicle with special registration for the disabled" shall mean a passenger car with a license plate or other designated marking issued by New York state, the District of Columbia or another state in the United States designating the vehicle as one used by a severely disabled person.
b. "Passenger vehicle" shall mean a motor vehicle designed and used for carrying not more than fifteen people, including the driver, but such term shall not include a vehicle licensed to operate pursuant to chapter five of this title or a commercial vehicle as defined in section 19-170 of this subchapter.
c. A passenger vehicle with special registration for the disabled may be parked at a parking meter without charge for any length of time except during periods when no parking is permitted. During periods when no parking is permitted a passenger vehicle with special registration for the disabled shall be subject to the same sanctions and penalties as any other passenger vehicle.
�2. This local law shall take effect ninety days after it is enacted into law.
