Be it enacted by the Council as follows:
Section 1. Section 27-191 of the administrative code of the city of New York is amended by lettering the existing section as subdivision a and adding a new subdivision b to read as follows:
b. Upon certification by the city planning commission of an application for rezoning, the department shall not issue any permits for construction not in compliance with the new zoning called for in the certified rezoning application.
§2. This local law shall take effect thirty days after it is enacted into law.
