Be it enacted by the Council as follows: Section 1. Chapter 1 of title 12 of the administrative code of the city of New York is amended by adding a new section 12-140 to read as follows: §12-140 Additional annual leave for combat service. a. Definitions. For the purposes of this section only: 1. “City employee” shall mean any person who is employed full-time by a department, agency or institution of government, and is paid out of the city treasury. 2. “Combat service” shall mean the performance of duties by a member of the armed forces serving in a combat zone designated by the federal government, during an armed conflict fought in a foreign country. 3. “Member of the armed forces” shall mean any person who serves on active duty in any branch of the United States armed forces or the national guard, or any reserve component. b. Any city employee who takes a leave of absence or is called upon by draft or reservist duty to serve as a member of the armed forces and performs combat service, shall be granted five additional annual leave days upon his or her return to employment with the city of New York. §2.
