Be it enacted by the Council as follows: Section one. Section 16-120 of the administrative code of the city of New York is hereby amended by adding a new subdivision j to read as follows: j. Owners or residents of one-, two- or three-family dwellings who are sixty-five years of age or older shall be exempt from the requirements contained in subdivisions c and d of this section relating to times for the placing out and removal of trash receptacles and other refuse. The department shall, upon written application in such manner as the department shall require, issue to all those who qualify for this exemption decals to be placed on their trash receptacles indicating that they are exempt from said requirements. §2. This local law shall take effect on January 1, 2007, except that the commissioner of sanitation shall take such measures, as are necessary for the implementation of this local law prior to such date, including the promulgation of rules.
