Be it enacted by the Council as follows:
Section 1. Subdivision a of section 25-422.1 of the administrative code of the city of New York, as amended by local law number 134 for the year 2005, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Times Square business improvement district beginning on July 1, [2005] 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [nine million six hundred thirty-two thousand dollars ($9,632,000)] ten million four hundred thousand dollars ($10,400,000).
§2. Subdivision a of section 25-423.1 of the administrative code of the city of New York, as amended by local law number 133 for the year 2005, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the 34th Street business improvement district beginning on July 1, [2005] 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [eight million six hundred fifty-seven thousand dollars ($8,657,000)] nine million two hundred sixteen thousand dollars ($9,216,000).
§3. Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-428.1 to read as follows:
§ 25-428.1 Lower East Side business improvement district.
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Lower East Side business improvement district beginning on July 1, 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of two hundred forty-five thousand two hundred dollars ($245,200).
b. The amount of such expenditure to be levied upon each property in the district shall be determined in accordance with the method of assessment set forth in the Lower East Side business improvement district plan.
§4. Subdivision a of section 25-431.1 of the administrative code of the city of New York, as amended by local law number 133 for the year 2005, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Fifth Avenue Association business improvement district beginning on July 1, [2005] 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [two million two hundred eighty-two thousand five hundred dollars ($2,282,500)] two million five hundred sixty-two thousand dollars ($2,562,000).
§5. Subdivision a of section 25-432.1 of the administrative code of the city of New York, as amended by local law number 133 for the year 2005, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Fashion Center business improvement district beginning on July 1, [2005] 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [four million three hundred sixty thousand dollars ($4,360,000)] five million dollars ($5,000,000).
§6. Subdivision a of section 25-436 of the administrative code of the city of New York, as amended by local law number 133 for the year 2005, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Grand Street business improvement district beginning on July 1, [2005] 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [one hundred thirty-five thousand two hundred dollars ($135,200)] one hundred eighty-one thousand one hundred sixty-eight dollars ($181,168).
§7. Subdivision a of section 25-437.1 of the administrative code of the city of New York, as amended by local law number 133 for the year 2005, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the 125th Street business improvement district beginning on July 1, [2005] 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [six hundred three thousand dollars ($603,000)] seven hundred nineteen thousand seven hundred sixty-six dollars ($719,766).
§8. Subdivision a of section 25-439.1 of the administrative code of the city of New York, as added by local law number 30 for the year 2002, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the White Plains Road business improvement district beginning on July 1, [2002] 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [ninety thousand dollars ($90,000)] one hundred ten thousand dollars ($110,000).
§9. Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-458.1 to read as follows:
§ 25-458.1 East Mid-Manhattan business improvement district.
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the East Mid-Manhattan business improvement district beginning on July 1, 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of two million two hundred thousand dollars ($2,200,000).
b. The amount of such expenditure to be levied upon each property in the district shall be determined in accordance with the method of assessment set forth in the East Mid-Manhattan business improvement district plan.
§10. Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-466.1 to read as follows:
§ 25-466.1 Myrtle Avenue Brooklyn business improvement district.
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Myrtle Avenue Brooklyn business improvement district beginning on July 1, 2007, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of three hundred fifty thousand dollars ($350,000).
b. The amount of such expenditure to be levied upon each property in the district shall be determined in accordance with the method of assessment set forth in the Myrtle Avenue Brooklyn business improvement district plan.
§11. Subdivision a of section 25-602 of the administrative code of the city of New York, as amended by local law number 133 for the year 2005, is amended to read as follows:
a. The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Fulton Mall special assessment district, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [one million four hundred thirty thousand dollars ($1,430,000)] one million five hundred one thousand five hundred dollars ($1,501,500).
§12. This local law shall take effect immediately and shall be retroactive to and deemed to have been in full force and effect as of July 1, 2007.
