Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 28 of the administrative code of the city of New York is amended by adding new section 28-105.13 to read as follows:
�28-105.13 Authority to deny permits to building owners who have been found to repeatedly violate building and zoning laws. The commissioner shall have the discretion to deny a permit to the owner of a building, structure or premises who has been found to have repeatedly violated one or more provisions of titles twenty-seven or twenty-eight of the administrative code of the city of New York, the New York city zoning resolution, and all applicable rules and regulations.
�2. This local law shall take effect ninety days from its enactment, except that the commissioner of the department of buildings shall take all actions necessary for its implementation, including the promulgation of rules, prior to such effective date.
