Be it enacted by the Council as follows: Section 1. Subdivision a of section 659 of the New York city charter is hereby amended to read as follows: a. There shall be an independent board of standards and appeals located within the office of administrative trials and hearings. The board of standards and appeals shall consist of five members to be termed commissioners to be appointed by the mayor, each for a term of six years; provided, however, that each member shall be subject to the advice and consent of the council after a public hearing. Within thirty days after the first stated meeting of the council after receipt of a mayoral nomination for such an appointment, the council shall hold a hearing and accept or reject such nomination. In the event the council does not affirmatively accept or reject a nominee within such period, the nomination shall be deemed to be confirmed. � 2.
