Be it enacted by the Council as follows: Section 1. Title 21-A of the administrative code of the city of New York is amended by adding a new chapter 11 to read as follows: Chapter 11. After School Athletic Funding � 21-973 After school athletic funding. a. For the purposes of this section, the following terms have the following meanings: "Athletics" means interscholastic athletic competition for students. "School" means a school of the city school district of the city of New York that contains any combination of grades from and including nine through grade twelve. "Student" means any pupil under the age of twenty-one as of September first of the academic period being reported, who does not have a high school diploma and who is enrolled in a school as school is defined in this subdivision. b. Not later than November 1, 2017, and no later than November 1st annually thereafter, the department shall submit to the speaker of the council and post conspicuously on the department's website in a manner searchable by individual school, community school district, council district and borough, a report for the preceding academic year, which shall include, but not be limited to the following: 1. For each school, the total amount of funding provided by the department for after school athletics, disaggregated by allocation for coaches, referees, athletic directors, equipment, uniforms, transportation, or other uses. 2. For each school, the number and percentage of students enrolled, disaggregated by (i) race and ethnicity; (ii) gender; (iii) special education status; (iv) English language learner status; (v) eligibility for the free and reduced price lunch program; (vi) overaged student status. 3. A list of all criteria used by the department when making decisions about after school athletic team requests, including any changes in the criteria from the previous year. 4. A list of all requests for after school athletic teams received by the department, including the school that submitted such request, whether each request was approved or denied by the department and the reason for which each request was approved or denied. 5. A list of all indoor and outdoor athletic facilities operated by the department that meet the requirements of section 135.4 of chapter II of title 8 of the New York codes, rules and regulations and meet the requirements of the department for use in athletic competitions. 6. A list of all indoor and outdoor athletic facilities operated by the department of parks and recreation for which a permit was received by the department, including a list of schools that used such facilities pursuant to such permits. c. No information that is otherwise required to be reported pursuant to this section shall be reported in a manner that would violate any applicable provision of federal, state, or local law relating to the privacy of student information or that would interfere with law enforcement investigations or otherwise conflict with the interest of law enforcement. If a category contains between 1 and 5 students, or contains an amount that would allow the amount of another category that is five or less to be deduced, the number shall be replaced with a symbol. � 2.
