Be it enacted by the Council as follows: Section 1. Subchapter 3 of chapter 1 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-193 to read as follows: � 19-193 Notification of proposed bus route changes. a. Definitions. For the purposes of this section, the following terms have the following meanings: Bus route. The term "bus route" means a route that is traveled upon by a bus that is operated or owned by the metropolitan transportation authority. Metropolitan transportation authority. The term "metropolitan transportation authority" means the metropolitan transportation authority, its affiliates, the New York city transit authority and Manhattan and Bronx surface transit operating authority, and the MTA bus company. Owner. The term "owner" means an owner, lessee, agent, occupant or other person who manages or controls a building or dwelling. b. Within 30 days of a proposal to change a bus route, the department shall provide written notification of such proposed change to all owners and residents of buildings or dwellings located along the street or streets to which buses will be rerouted as part of the proposed bus route change. Such notification may be made by regular mail or any other lawful means reasonably calculated to provide sufficient notice of the change. c. Such notification shall include at a minimum the following information: 1. The applicable bus number or numbers. 2. The proposed bus route change and any related bus stop changes. 3. The reason for the proposed bus route change. 4. The anticipated effective date of the proposed bus route change. d. This section does not apply to any bus route change described in subdivision b that must be implemented immediately to preserve public health or safety. � 2.
