Be it enacted by the Council as follows: Section 1. Section 203 of the New York city charter, as added by vote of the electors on November 7, 1989, is amended by adding a new subdivision d as follows: d. The department of city planning shall study and evaluate the content and effectiveness of, and compliance with, the rules promulgated pursuant to this section. No later than twelve months after the local law that adopted this subdivision takes effect, and December 31 of every fifth year thereafter, the department of city planning shall issue a report to the mayor and the city planning commission on such evaluation, with proposed changes to such rules. � 2.
