Be it enacted by the Council as follows: Section 1. Chapter 3 of title 23 of the administrative code of the city of New York is amended by adding a new section 23-303 to read as follows: � 23-303 User identification system for city websites. The department of information technology and telecommunications shall establish a system through which each user of a publicly accessible website maintained by or on behalf of the city or a city agency may create a single user identification and password that can be used to access any such publicly accessible website that requires a user identification or password. � 2. This local law shall take effect one year after it becomes law, except that the commissioner of information technology and telecommunications shall take all actions necessary for its implementation, including the promulgation of rules, prior to such effective date.
