Summary
This bill bans the sale of lipstick containing lead in quantities exceeding 1.11parts per million in New York City. This amount represents the average quantity of lead found during the course of an FDA study of 400 lipsticks currently on the market. The study found that some lipsticks sold in the U.S. contained lead in excess of seven parts per million.
