Summary

This bill amends the Administrative Code of the City of New York § 24-806 to develop a detailed wind resource assessment for buildings taller than 100 feet and on waterfront blocks in medium or higher density residential, commercial or manufacturing districts located in the areas identified in the Zone Green Text Amendment.

Be it enacted by the Council as follows: Section 1. Chapter 8 of title 24 of the administrative code of the city of New York is amended by adding a new section 24-806 to read as follows: � 24-806 Wind resource assessment. By no later than June 30, 2018, and in every fifth year thereafter, the department of environmental protection, or an office or agency designated by the mayor, shall conduct a wind resource assessment to identify and map the areas of the city in which installation of (i) a wind turbine appurtenant to a building that has a height of 100 feet or more, (ii) a wind turbine appurtenant to a building of any height located in a waterfront area or (iii) a freestanding wind turbine in a waterfront area, would be able to effectively utilize winds that have an average speed of at least 11 miles per hour or more for at least three months during the year. Such assessment shall be made publicly available online together with a description of the methodology used to conduct such assessment. For the purposes of this section, the term "waterfront area" shall have the meaning ascribed to such term in the New York city zoning resolution. � 2.
