Be it enacted by the Council as follows: Section 1. By March 1, 2019, the mayor's office of contract services, in consultation with any other relevant agencies or offices, shall submit electronically to the mayor and the speaker of the council and make publicly available online, a report determining the efficacy of awarding all eligible city contracts on the basis of best value as such term is defined in section 163 in the state finance law. Such report shall include, at a minimum, an analysis of the potential economic impact of awarding all eligible city contracts on the basis of best value and any regulatory barriers thereto. � 2.
