Be it enacted by the Council as follows:
Section 1. Title 14 of the administrative code of the city of New York is amended by adding a new section 14-176 to read as follows:
� 14-176. School emergency preparedness task force. a. Definitions. As used in this section, the following terms have the following meanings:
School emergency. The term "school emergency" means a situation involving a threat of harm to students, personnel, and/or facilities, including but not limited to natural, technological, and human-caused incidents, which require response from law enforcement. Such incidents shall include but not be limited to school shelter-ins, lock downs, and evacuations.
b. There shall be established a task force that shall make recommendations concerning matters related to school emergencies as provided for in this section.
c. The task force shall be comprised of the commissioner or his or her designee who shall serve as chair of the task force; the chancellor of the department of education or his or her designee; the director of the office of criminal justice or his or her designee; and at least three individuals with expertise in the issues of school climate, restorative justice, and social-emotional competence to be appointed by the Mayor in consultation with the Speaker.
d. Such task force shall meet at least quarterly.
e. Such task force shall seek input from at least one teacher employed by the department of education; at least one staff person employed by the department of education who is not a teacher, such as a guidance counselor or social worker; at least one parent of a student currently enrolled in a New York city public school; and any mayoral advisory group making recommendations relating to school climate and discipline.
f. The task force shall report its recommendations on or before March 1, 2019, and annually thereafter on or before March 1, and submit such reports to the mayor and the speaker of the council.
� 2. This local law takes effect 120 days after it becomes law.
