Be it enacted by the Council as follows: Section 1. Section 19-508 of the administrative code of the city of New York is amended by adding a new subdivision d to read as follows: d. 1. For purposes of this section, the term "panic button" means a help or distress signaling system as designated by the rules of the commission that connects a driver in distress with the police department. 2. Every taxicab, HAIL vehicle and for-hire vehicle shall have a panic button within reach of the driver's seat. � 2. This local law takes effect 120 days after it becomes a law, except that the taxi and limousine commission shall take such measures as are necessary for the implementation of this local law, including the promulgation of rules, prior to such date.
