Summary

This bill would require the Department of Health and Mental Hygiene to conduct periodic audits of buildings’ annual water tank inspection documentation, and also requires the Department to conduct 125 additional inspections of water tanks, selected at random, and to post the results of such periodic audits and inspections online.

Be it enacted by the Council as follows: Section 1. Section 17-194 of the administrative code of the city of New York is amended by adding a new subdivision h to read as follows: h. 1. The department shall periodically audit a sample of buildings' documentation of the annual inspections required to be maintained pursuant to subdivision b of this section. Such audit shall review such documentation for accuracy and the department may conduct such audits without prior notice to a building's owner, as authorized by law. The department shall also annually inspect 125 water tanks, selected at random by the department, for compliance with this section. 2. The department shall post the results of such periodic audits and inspections on its website and the web portal providing access to public data sets described in section 23-502 within 35 days of conducting such a periodic audit or inspection. � 2. This local law takes effect on the same date as a local law amending the administrative code of the city of New York, relating to qualifications for persons conducting inspections and maintenance on drinking water tanks, as proposed in introduction number 1157-A for the year 2018, takes effect, except that the commissioner may take such actions as are necessary for the implementation of this local law, including the promulgation of rules, before such date.
