Be it enacted by the Council as follows: Section 1. Section 21-974 of chapter 12 of title 21-A of the administrative code of the city of New York, as added by local law number 121 for the year 2017, is amended to read as follows: � 21-974 Distribution of gifted and talented program information and exam materials. a. For the purposes of this section, the term "student" means any pupil who is enrolled in pre-kindergarten in any school of the city school district of the city of New York or in an early education center with which the department contracts to provide pre-kindergarten, or any pupil who is enrolled in any free full-day early education program for three-year-old children offered by the department. b. No later than November 1, 2017, and annually thereafter no later than November 1 of each year, the department shall distribute to the parents of each student information regarding the department's gifted and talented programs, examination and application process. � 2.
