Be it enacted by the Council as follows: Section 1. Section PC 403 of the New York city plumbing code is amended by adding a new section 403.1.4 to read as follows: 403.1.4 At least one toilet sized for children shall be available in toilet rooms located in buildings classified in occupancy groups A and E and libraries in occupancy group B, as defined in the New York City Building Code. Exception: A building may apply to the department where the use of such building after issuance of a certificate of occupancy does not permit persons under the age of six. � 2. This local law takes effect 180 days after it becomes law, except that the commissioner of buildings may take such measures as are necessary for the implementation of this local law, including the promulgation of rules, before such date.
