Summary

This bill would change the budget process for the New York City Campaign Finance Board (the “Board”). Currently, the Board is required to provide itemized estimates of its financial needs to the Mayor, and the Mayor is required to include such estimates in the Executive Budget without revision. This bill would allow the Mayor’s Executive Budget to include appropriations for the Board that differ from the Board’s unrevised cost estimates.

Be it enacted by the Council as follows: Section 1. Subdivision c of section 1052 of the New York city charter, as amended by a vote of the electors on November 3, 1998, is amended to read as follows: c. The board shall, not later than [March] February tenth of each year, approve and submit to the mayor and council detailed itemized estimates of the financial needs of the campaign finance board for the ensuing fiscal year. Such estimates shall be comprised of at least one personal service unit of appropriation and at least one other than personal service unit of appropriation. [The mayor shall include such estimates in the executive budget without revision, but with such recommendations as the mayor may deem proper. Upon inclusion in the executive budget, the budget submitted by the campaign finance board shall be adopted pursuant to such provisions of chapter ten of this charter as are applicable to the operating budget of the council.] � 2.
