Resolution 753 for the year 2019 is hereby amended to read as follows: WHEREAS, the City Planning Commission filed with the Council on January 4, 2019 its decision dated December 19, 2018 (the "Decision"), pursuant to Section 197-c of the New York City Charter, regarding an application submitted by the Department of Housing Preservation and Development (HPD), for the disposition of two city-owned properties located on the south side of East 176th Street between Belmont and Crotona avenues (Block 2945, Lots 65 and 66) pursuant to zoning, which in conjunction with the related actions, would facilitate the construction of a new 11-story building containing 157 units of affordable housing and one superintendent's unit at 656 East 176th Street in the Tremont/Belmont neighborhood of the Bronx, Community District 6, (Application No. C 190051 PPX) (the "Application"); WHEREAS, the Application is related to applications C 190049 ZMX (L.U. No. 314), a zoning map amendment to rezone the project area from an M1-4 district to an R7X district and N 190050 ZRX (L.U. No. 315), a zoning text amendment to designate a Mandatory Inclusionary Housing (MIH) area; WHEREAS, On January 4, 2019, HPD filed with the Council its letter dated January 4, 2019, requesting approval of a disposition of City-owned real property pursuant to Section 576-a(2) of the Private Housing Finance Law; WHEREAS, the Decision is subject to review and action by the Council pursuant to Section 197-d(b)(3) of the City Charter; WHEREAS, upon due notice, the Council held a public hearing on the Decision and Application on January 14, 2019; WHEREAS, the Council has considered the land use implications and other policy issues relating to the Decision and Application; and WHEREAS, the Council has considered the relevant environmental issues, including the negative declaration issued on September 19, 2018 (CEQR No. 18HPD054X) (the "Negative Declaration"). RESOLVED: The Council finds that the action described herein will have no significant impact on the environment as set forth in the Negative Declaration.
