Be it enacted by the Council as follows: Section 1. Subdivision b of section 384 of the New York city charter is amended by adding a new paragraph 6 to read as follows: 6. Notwithstanding the provisions of paragraph one of this subdivision, the mayor shall not, when disposing of real property of the city to be developed for the purpose of providing affordable housing, or for any other public use or purpose, or for the promotion of public utility, comfort, health, enjoyment or adornment, award such property to a for-profit developer unless no not-for-profit developer or community land trust applied for and met any applicable qualifications for such property, provided that this paragraph shall not apply to real property sold pursuant to a state law providing the mayor or the commissioner of housing preservation and development with control over such sale. �2.
