Be it enacted by the Council as follows: Section 1. Chapter 1 of title 17 of the administrative code of the city of New York is amended by adding a new section 17-199.20 to read as follows: � 17-199.20 COVID-19 risk alert system. a. Definitions. For the purposes of this section, the term "COVID-19" means the disease caused by the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). b. The commissioner shall establish a color-coded system to inform the public of the current risk level of contracting COVID-19. The system shall utilize the colors red, orange, yellow, and green to signify varying levels of risk. The commissioner shall determine the risk level that corresponds to each color and recommended preventive measures members of the public should take in response to each such risk level. c. The commissioner, in collaboration with the head of any other appropriate agency, shall develop and engage in an ongoing outreach campaign to inform city residents and visitors of the risk level of contracting COVID-19 pursuant to subdivision b of this section. Such outreach campaign shall include, but need not be limited to, sharing the COVID-19 risk level and corresponding preventive measures: 1. Daily on the department's website; 2. In newspaper, radio, and television advertisements; and 3. In advertisements at public venues such as subways, buses, and public kiosks. � 2. This local law takes effect 60 days after it becomes law.
