Summary

This bill would require the Administration for Children’s Services (ACS), in consultation with the Department of Youth and Community Development, the Department of Probation, and the Mayor’s Office of Criminal Justice, to develop a guide with accurate information about alternatives to incarceration and alternatives to detention programs for youth. ACS would distribute the guide to judges, attorneys, public defender organizations, youth advocates, and district attorneys.

Be it enacted by the Council as follows: Section 1. Chapter 9 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-924 to read as follows: � 21-924 Information on alternatives to incarceration and alternatives to detention programs for youth. a. ACS, in consultation with the department of youth and community development, the department of probation, and the mayor's office of criminal justice, shall develop and regularly update a guide of alternatives to incarceration and alternatives to detention programs for youth. The guide shall include, but not be limited to, the following for each program: 1. Services offered; 2. Eligibility requirements; 3. Location; 4. Number of beds currently available; and 5. Contact information. b. ACS shall make reasonable efforts to distribute the guide required by this section to judges, attorneys, public defender organizations, youth advocates, and district attorneys. Such efforts shall include posting the guide to ACS's website, making physical copies of the guide available in locations where such information would assist individuals in requesting alternatives to incarceration or alternatives to detention, and electronically forwarding the guide to public defender offices and other relevant organizations where such information would assist individuals in requesting alternatives to incarceration or alternatives to detention. � 2.
