Summary

This bill would require the Campaign Finance Board, in consultation with the Board of Elections and the Office to End Domestic and Gender–Based Violence (ENDGBV), to develop guidance on the procedures under the New York State Election Law for making a voter record confidential and for voting by special ballot. In addition, the bill would require ENDGBV to distribute such guidance to Family Justice Centers, and to provide survivors with information on how to get assistance in preparing and submitting written statements to the Board of Elections to make their voter records confidential or establish their eligibility to vote by special ballot. ENDGBV would also be required to collaborate with other city agencies to distribute such guidance.

Be it enacted by the Council as follows: Section 1. Subdivision 10 of section 1057-a of the New York city charter, as added by local law number 6 for the year 2019, is redesignated subdivision 11. � 2. Section 1057-a of the New York city charter is amended by adding a new subdivision 12 to read as follows: 12. a. For purposes of this subdivision, the terms "family justice center" and "survivor" have the same meanings as set forth in section 3-180 of the administrative code of the city of New York. b. The campaign finance board, in consultation with the office to end domestic and gender-based violence and the board of elections, shall produce written guidance on the procedures for: (1) requesting that a voter registration record be kept confidential pursuant to section 5-508 of the election law; and (2) voting by special ballot pursuant to section 11-306 of the election law. c. The office to end domestic and gender-based violence shall: (1) distribute such written guidance at family justice centers; (2) in consultation with the administration for children's services, the commission on human rights, community boards, the department of health and mental hygiene, the department of homeless services, the department of housing preservation and development, the department of youth and community development, and the human resources administration, distribute such written guidance to survivors who receive services from a city agency or a contractor of the city; and (3) upon request, provide survivors with information regarding how to obtain assistance in preparing and submitting a written statement required for: (a) requesting that a voter registration record be kept confidential pursuant to section 5-508 of the election law; or (b) voting by special ballot pursuant to section 11-306 of the election law. � 3.
