Be it enacted by the Council as follows: Section 1. Article 320 of chapter 3 of title 28 of the administrative code of the city of New York is amended by adding a new section 28-320.5.2 to read as follows: � 28-320.5.2. Notifications for covered buildings. No later than June 1, 2024, and every two years thereafter, the office of building energy and emissions performance shall notify the owner of a covered building in writing of the following: 1. The covered building's estimated greenhouse gas emissions based on the most recent year of data available; 2. The covered building's estimated building emissions limit in 2024, 2030, 2035, 2040, and 2050; 3. A range of estimated penalties for the building based on low, medium, or high emissions scenarios and a brief explanation of the penalty determination factors pursuant to section 28-320.6.1; 4. The amount of greenhouse gas emissions that the covered building must reduce by 2024, 2030, 2035, 2040, and 2050 to not exceed its emissions limits in each such year; and 5. The website address where the department maintains outreach and education materials to inform building owners about compliance with this article. � 2.
