Summary
This bill would require the Department of Citywide Administrative Services (DCAS) to establish and implement a civil service recruitment campaign targeting former federal civil service employees who were laid off or incentivized to depart the employ of the federal civil. Such a recruitment campaign would include the distribution of information relevant to the process of joining the municipal civil service, including, but not limited to, upcoming civil service examinations, eligibility requirements for fee waivers, and anticipated timelines for hiring. Be it enacted by the Council as follows:
Section 1. Definitions. For purposes of this local law, the following terms have the following meanings:
Civil service. The term "civil service" means all positions in the competitive class of the city's classified service.
Commissioner. The term "commissioner" means the commissioner of citywide administrative services.
Department. The term "department" means the department of citywide administrative services.
Former federal civil service employee. The term "former federal civil service employee" means an individual who was employed by the federal government and was laid off or incentivized to depart the employ of the federal civil service.
� 2. Recruitment Campaign. a. The department shall establish and implement a civil service recruitment campaign targeting former federal civil service employees. Such campaign shall include, but need not be limited to, the following information:
1. The benefits of joining the civil service system;
2. Upcoming civil service examination opportunities and the requirements, instructions,
and applicable timelines for filing for such examinations;
3. The eligibility requirements for examination fee waivers;
4. The availability of the 55-a program as established by section 55-a of the civil service
law and administered by the department for applicants who have been certified by the state education department as having a physical or mental disability;
5. The examination scoring process and methodology;
6. The post-civil service examination process, including the timeline for seeking review
of civil service examination results, certification of eligible candidates, interviews, and employment offers; and
7. The importance of recruiting highly qualified former federal civil service employees to
share their expertise of government work at the local level.
b. The department shall post the materials required pursuant to this section on the department's website. The commissioner shall review and update the materials on a quarterly basis, or as necessary to ensure that all civil service examination opportunities are captured on the website. The department shall make such materials available in all designated citywide languages, as defined in section 23-1101 of the administrative code.
c. The department shall promote the recruitment of former federal civil service employees through social media applications, all agency websites, radio advertising, and advertising on public transportation. The department may consult with agency heads to determine which agencies and positions should receive specific focus in promotional materials.
� 3. Termination. This recruitment campaign shall terminate on July 1, 2026.
� 4. This local law takes effect immediately.
