Be it enacted by the Council as follows: Section 1. Section 16-329 of the administrative code of the city of New York, as added by local law number 142 for the year 2013, is amended to add a new subdivision h, to read as follows: h. No later than January 1, 2027, and no less than once every 10 years thereafter, the commissioner shall perform a study and report to the mayor and the speaker of the council regarding whether expanded polystyrene single service articles can be recycled at the designated recycling processing facility at the South Brooklyn Marine Terminal in a manner that is environmentally effective, economically feasible, and safe for employees. Such report shall include the commissioner's recommendation as to whether expanded polystyrene single service articles could be recycled in such manner, the commissioner's recommendation for state or local legislative action, if any, and, the commissioner's recommendations regarding the possible designation of other expanded polystyrene products as a recyclable material for department-managed recycling, if any. � 2.
