Be it enacted by the Council as follows: Section 1. The New York city charter is amended by adding a new chapter 81 to read as follows: CHAPTER 81 OFFICE OF COORDINATOR FOR BOROUGH-BASED JAIL CONSTRUCTION � 3700. Office of coordinator for borough-based jail construction. a. By no later than three months after the effective date of this section, the mayor shall establish an office of coordinator for borough-based jail construction and appoint a full-time coordinator for borough-based jail construction. Such office may be established in the executive office of the mayor or any office, the head of which is appointed by the mayor. Such office shall be headed by a coordinator for borough-based jail construction who shall be appointed by the mayor. The coordinator shall: 1. Serve as a point of contact for local stakeholders and elected officials on issues related to the construction of the borough-based jails; 2. Review all requests for work permits and issue opinions of whether the work is necessary, whether construction activity can be effectively and efficiently completed during daytime hours, and whether any additional steps can be taken to proactively minimize or mitigate community concerns related to borough-based jail construction such as excessive noise, traffic congestion, street closures, and parking access; 3. Designate a point-of-contact, who will be physical present at each borough-based jail construction site on a regular basis, to serve as a liaison to address community concerns in real-time; 4. In coordination with the department of design and construction, the department of correction, the office of criminal justice, the police department, the department of transportation, the department of buildings, and any other relevant city agency, oversee the development of mitigation plans for each borough-based jail construction site to address issues such as excessive noise, traffic congestion, street closures, parking access, and other community concerns related to borough-based jail construction; (a) By no later than three months after the date by which the coordinator is appointed, the coordinator shall submit to the mayor, the speaker of the council, and post conspicuously on the department of design and construction's website the mitigation plans required by this subdivision. �2. This local law takes effect immediately. The mayor and any affected city agencies may take any steps necessary for the implementation of this local law before such effective date. This local law shall expire and be deemed repealed after all portions of Rikers Island are fully transferred and under the charge and control of the commissioner of citywide administrative services and are no longer being used by the department of correction for the housing of incarcerated persons.
