Be it enacted by the Council as follows:
Section 1. Subchapter 2 of chapter 1 of title 19 of the administrative code of the city of New York, is amended by adding a new section 19-162.6 to read as follows:
� 19-162.6 Parking permits for medical interns and resident physicians. a. Definitions. For purposes of this section, the term "medical resident" means an individual who participates in an approved graduate medical education program, including interns and fellows in such a program.
b. No later than 120 days after the effective date of the local law that added this section, the department shall create a process by which medical residents who do not qualify for specially marked medical doctor license plates issued by the department of motor vehicles can apply for a parking permit.
c. The department shall promulgate rules to determine the eligibility requirements, permit fees, expiration dates, and penalties for the misuse of such parking permits.
d. A parking permit issued pursuant to this section shall be subject to the rights and restrictions on the use of parking permits established pursuant to subdivision f of section 19-162.3.
� 2. This local law takes effect immediately.
