Be it enacted by the Council as follows: Section 1. Title 20 of the administrative code of the city of New York is amended by adding a new chapter 16 to read as follows: CHAPTER 16 EMPLOYER RECOGNITION REGISTRY � 20-1601 Definitions. As used in this chapter, the following terms have the following meanings: Accident and health insurance company. The term "accident and health insurance company" has the same meaning as set forth in section 107 of the insurance law. Assisted reproductive technology service. The term "assisted reproductive technology service" has the same meaning as set forth in section 69-11.1 of title 10 of the New York codes, rules and regulations, regarding surrogacy programs and assisted reproduction service providers, or a successor provision. Family benefits. The term "family benefits" means employment benefits intended to provide employees with support to partially cover incurred expenses related to raising children, including, but not limited to, assisted reproductive technology service and sick time. Sick time. The term "sick time" has the same meaning as set forth in section 20-912. � 20-1602. Registry established. The commissioner shall establish and maintain a registry of organizations in the city that provide employment benefit plans that offer family benefits that exceed requirements established by the city, New York state, or federal government for the organization or for the accident and health insurance company. The registry shall include the name, address, and services offered by the organization accepted into the registry and be posted conspicuously on the department website. � 20-1603 Eligibility. The commissioner shall develop threshold requirements to be included in such registry and post such threshold requirements conspicuously on the department's website. � 20-1604 Review. The commissioner shall receive and review submissions from organizations to determine if the organization has met the threshold requirements established pursuant to section 20-1602. The commissioner shall include an organization that meets such threshold requirements in the registry established pursuant to section 20-1601. The commissioner shall develop guidelines for the length of time an organization is listed on the registry and the process for an organization to apply to extend its inclusion on such registry. � 2.
