Be it enacted by the Council as follows: Section 1. Chapter 11 of title 20 of the administrative code of the city of New York is amended by adding a new section 20-1102 to read as follows: � 20-1102 Student loan counseling program. a. The commissioner shall establish a program to provide counseling to individuals in the city about any such individual's eligibility for the federal and state student loan forgiveness programs described in the notice prepared under section 12-211 and other student loan repayment options. Such program shall be available to individuals with an existing student loan and to such other individuals as the commissioner deems eligible. b. Nothing in this section or the administration or application thereof shall be construed to create a private right of action on the part of any person or entity against the city or any agency, official, or employee thereof. � 2.
