Subchapter 1 of chapter 1 of title 3 of the administrative code of the city of New York is amended by adding a new section 3-119.13 to read as follows: � 3-119.13. Signage describing certain provisions of the administrative code of the city of New York and know-your-rights material. a. Definitions. As used in this section, the following terms have the following meanings: City property. The term "city property" has the same meaning as set forth in section 4-210. Covered agencies. The term "covered agencies" has the same meaning as set forth in section 23-1101. Designated citywide languages. The term "designated citywide languages" has the same meaning as set forth in section 23-1101. b. No later than August 31, 2026, the mayor's office of immigrant affairs shall develop signage that clearly describes the provisions enacted in sections 4-210 and 10-178. Such signage shall also incorporate know-your-rights material drafted by the mayor's office of immigrant affairs. The mayor's office of immigrant affairs shall produce such signage in plain language in English, the designated citywide languages, and temporary languages designated under section 23-1105. The mayor's office of immigrant affairs shall make such signage available to covered agencies by September 25, 2026. c. No later than September 30, 2026, each covered agency shall conspicuously post the signage described in subdivision b of this section in at least one centralized location in all city property under its jurisdiction. Covered agencies shall clearly identify which areas of such city property are non-public and shall post signage stating that non-local law enforcement may not enter such non-public areas unless access is permitted pursuant to subdivision b of section 4-210. d. No later than September 30, 2026, the mayor's office of immigrant affairs shall conduct community outreach and education efforts in multiple languages and formats related to the contents of the signage described in subdivision b of this section. Community outreach and education efforts shall include but not be limited to collaborating on outreach with community organizations and distributing know-your-rights materials at registration sites for the New York city identity card, shelters operated by the department of homeless services, public parks, and via LinkNYC kiosks. e. No later than October 31, 2026, each covered agency shall report to the mayor's office of immigrant affairs that such agency has posted the required signage and shall list the sites where it has done so. No later than November 30, 2026, and every three years thereafter, the mayor's office of immigrant affairs shall provide to the speaker of the council a report reflecting which covered agencies have posted the required signage and describing its community outreach efforts pursuant to subdivision d of this section. � 2. Section 21-977 of the administrative code of the city of New York is amended by adding a new subdivision f to read as follows: f. No later than December 31, 2026, the department shall make age-appropriate versions of signage describing the department's policies regarding access to school property and participation in or assistance with immigration enforcement available (i) in the main or central office of each school; (ii) on each school's individual website, if available; (iii) on the department's website; and (iv) on any online portal for students and parents. No later than March 31, 2027, and every three years thereafter, the department shall report to the mayor and the speaker of the council that the department has posted the required signage and shall list the sites where it has done so. � 3.
