Subchapter 2 of chapter 1 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-175.10 to read as follows: � 19-175.10 Bicycle parking station program. a. Definitions. As used in this section, the following terms have the following meanings: Bicycle parking station. The term "bicycle parking station" means secured bicycle parking or a bicycle rack located on a street. Bicycle rack. The term "bicycle rack" means an open-air structure that permits the locking of a bicycle frame and 1 wheel to a corral or rack and that supports the bicycle in a stable position without damage to its wheels, frame, or other components. Commercial corridor. The term "commercial corridor" means a block in a commercial district or a commercial overlay established pursuant to the zoning resolution of the city of New York. Food delivery worker. The term "food delivery worker" has the same meaning as set forth in section 20-1501. Secured bicycle parking. The term "secured bicycle parking" means an enclosed device that is intended to protect an entire bicycle, including its components and accessories, from theft and inclement weather, including wind-driven rain, and that may be secured from the outside with a lock or other device. Third-party courier service. The term "third-party courier service" has the same meaning as set forth in section 20-1501. Third-party food delivery service. The term "third-party food delivery service" has the same meaning as set forth in section 20-1501. b. Installation of bicycle parking stations. No later than July 1, 2027, and no later than July 1 of each of the 4 years thereafter, the commissioner shall install at least 1,000 bicycle parking stations at sites identified by the commissioner, provided that no fewer than 400 of such 1,000 bicycle parking stations shall be located within commercial corridors identified by the commissioner. c. Identification of bicycle parking station sites. 1. In identifying potential sites for bicycle parking stations to be installed pursuant to subdivision b of this section, the commissioner shall consider the following factors: (a) Whether a potential site is in a borough, community, or high-traffic area that is underserved by bicycle parking stations; (b) The proximity of a potential site to an existing or planned bicycle lane; (c) Whether a potential site would likely be used primarily in connection with business or personal bicycle trips; (d) Whether a bicycle parking station at a potential site may alleviate sidewalk or curb congestion due to unstructured bicycle parking; (e) Whether a potential site would be better served by secured bicycle parking, a bicycle rack, or both; (f) Whether a local community partner would be able and willing to assist in the maintenance and upkeep of a potential bicycle parking station; (g) Whether the potential site is located 1 or more miles from a subway stop; and (h) Any other factor deemed appropriate by the commissioner. 2. In identifying potential sites for bicycle parking stations to be installed pursuant to subdivision b of this section, the commissioner shall also solicit and consider input from interested parties, including but not limited to elected officials, community boards, business improvement districts, and delivery worker advocacy groups. To the extent feasible, the commissioner shall also consider publicly available data from third-party food delivery services and third-party courier services on locations frequently visited by food delivery workers. d. Map. The commissioner shall post and maintain on the department's website a map that displays the sites of all bicycle parking stations installed or maintained by the department, whether pursuant to this section or otherwise, searchable by community district and council district. � 2. Reporting on bicycle parking station program. By January 1, 2032, the commissioner of transportation shall submit to the speaker of the council and the mayor, and post on the department of transportation's website, a report analyzing the status of the department's bicycle parking station program established pursuant to section 19-175.10 of the administrative code of the city of New York. Such report shall include a detailed assessment of such program, including but not limited to: a. The number of bicycle racks and secured bicycle parking stations installed by the department, and the number of bicycles that each such bicycle parking station can accommodate; b. The cost of installing bicycle parking stations, disaggregated by bicycle racks and secured bicycle parking, and any changes to such costs over time; c. The known or estimated usage of bicycle parking stations across the city, disaggregated, to the extent feasible, by borough, community board, and council district; and d.
