No. 807-A By Council Members Abreu, Maloney, Louis, Williams, Narcisse, Hudson, Won and Hanif ..Title A Local Law in relation to a plan to expand access to temporary public bathrooms at certain special events held during the World Cup ..Body Be it enacted by the Council as follows: Section 1. a. Definitions. For purposes of this section, the following terms have the following meanings: Special event. The term "special event" means an event taking place on land owned by the city of New York during the World Cup for which a permit has been issued by the mayor's office of citywide event coordination and management or the department of parks and recreation, and attendance at such event is expected to include more than 500 people. Temporary public bathroom. The term "temporary public bathroom" means any temporary facility containing one or more toilets with toilet paper located on land owned by the city, intended for use by the public during a special event. World Cup. The term "World Cup" means the F�d�ration Internationale de Football Association World Cup 2026 soccer tournament taking place from June 11, 2026, to July 19, 2026. b. Access to temporary public bathrooms during World Cup. The mayor's office of citywide event coordination and management and the department of parks and recreation shall require, to the extent practicable, that the organizer of a special event ensure provision of temporary public bathroom access for attendees at such event. Such office or department may require, as deemed appropriate by such office or department, that an organizer of a special event take the following actions as a condition of any permit for such special event: 1. Post clear and conspicuous wayfinding signage at and near the location of such special event, to direct the public to available temporary public bathrooms near such special event; 2. Ensure, to the extent practicable, that temporary public bathrooms at and near the location of such special event are open and accessible to the public throughout the duration of such special event; 3. Ensure temporary public bathrooms at and near the location of such special event are cleaned, maintained and appropriately staffed; 4. Provide access to temporary public bathrooms with accessibility features at and near the location of such special event, in accordance with applicable federal, state, and local laws; and 5. Where feasible, ensure the provision of washbasins or hand disinfectant dispensers in immediate proximity to the temporary public bathrooms at and near the location of such special event. � 2. This local law takes effect immediately, provided however, that it shall not apply to the extent that compliance would materially conflict with the terms of an existing contract for a special event, as defined in section one of this local law, between the city of New York and any other entity executed before such date.
