No. 968 By Council Members Epstein, Hanif, Schulman, Krishnan, Zhuang, Wilson, Brooks-Powers, Aldebol and Louis ..Title A Local Law to amend the administrative code of the city of New York, in relation to a digital map of licensed animal boarding establishments and an awareness campaign about the dangers of using unlicensed boarding establishments ..Body Be it enacted by the Council as follows: Section 1. Section 17-365 of the administrative code of the city of New York, as added by local law number 67 for the year 2005, is amended to read as follows: � 17-365 Definitions. For the purposes of this [section, the] subchapter, the following terms have the following meanings: Boarding kennel, business or establishment. The term "boarding kennel, business or establishment" means a facility other than an animal shelter where animals not owned by the proprietor of such facility are sheltered, harbored, maintained, groomed, fed or watered in return for a fee. Licensed boarding establishment. The term "licensed boarding establishment" means a boarding kennel, business or establishment that has a valid permit required pursuant to subdivision a of section 161.09 of the New York city health code, or a successor provision. � 2. Subchapter 8 of chapter 3 of title 17 of the administrative code of the city of New York is amended by adding a new section 17-370.1 to read as follows: � 17-370.1 Public awareness campaign. a. Map of licensed boarding establishments. No later than 90 days after the effective date of the local law that added this section, the commissioner shall develop, maintain and make available on the department's website a digital map of all licensed boarding establishments in the city of New York. The map shall, at a minimum, provide the address, contact information, permit holder name, and dates of permit issuance and expiration for each licensed boarding establishment. The commissioner shall update such map at least once a week to reflect approvals, terminations, and expirations of permits. b. Educational campaign. No later than 90 days after the effective date of the local law that added this section, the commissioner shall establish and implement an educational and outreach campaign to increase awareness about the risks and harms of using boarding kennels, businesses or establishments that operate without a permit. This campaign shall, at a minimum, include information about the department's digital map of licensed boarding establishments, the dangers of using boarding kennels, businesses or establishments that are operating without a permit, and how to submit complaints relating to boarding kennels, businesses or establishments. All educational materials created for the education and outreach campaign shall be made available on the department's website in English and in the designated citywide languages, as defined in section 23-1101. � 3.
