No. 995 By Council Members Brooks-Powers, Hanif, Hudson, Restler, Williams, Epstein and Hankerson A Local Law to amend the administrative code of the city of New York, in relation to requiring that police officers be trained on laws and policies related to the use of physical restraints on pregnant and postpartum individuals Be it enacted by the Council as follows: Section 1.  Title 14 of the administrative code of the city of New York is amended by adding a new section 14-199.4 to read as follows: § 14-199.4 Training on the use of physical restraints. a. The department shall train all officers on laws, rules, and policies that regulate the use of physical restraints on individuals in custody who are pregnant or postpartum. Such training shall include instruction on the limitations on the use of restraints established by executive law 837-t-1 or any other law limiting the use of physical restraints on such individuals, and any other department policies or procedures related to methods of physical restraint to be used on individuals in custody who are pregnant or postpartum. b. No later than January 30, 2027, and on January 30 for the subsequent 5 years, the department shall post on its website a report on trainings delivered by the department pursuant subdivision a of this section. Such report shall include, but need not be limited to: (i) information on how the training is being delivered by the department; (ii) the total number of officers during the previous calendar year that received training as required by subdivision a of this section; and (iii) the total number of officers on active duty who have not received training as required by this section. § 2.
