Int. No. 1065 By Council Members Wilson, Hankerson and Morano A Local Law to amend the administrative code of the city of New York, in relation to requiring cost benchmarks for small recurring capital projects   Be it enacted by the Council as follows: Section 1. Subdivision a of section 5-109 of the administrative code of the city of New York, as added by a local law to amend the administrative code of the city of New York, in relation to requiring a catalog of standard designs for small recurring capital projects, is amended by adding a definition of “cost benchmark” in alphabetical order to read as follows: Cost benchmark. The term “cost benchmark” means the estimated total amount that a covered project for a given type of small capital structure should be expected to cost. § 2. Section 5-109 of the administrative code of the city of New York, as added by a local law to amend the administrative code of the city of New York, in relation to requiring a catalog of standard designs for small recurring capital projects, is amended by adding new subdivisions d and e to read as follows: d. The department shall establish and maintain a cost benchmark for each type of small capital structure. The department shall determine each cost benchmark from the actual total costs of covered projects completed by the city and shall revise each such benchmark as necessary no less than once every two years to reflect changes in cost and construction practice. Agencies shall cooperate with the department to provide such department with any information necessary to meet the requirements of this subdivision. e. No later than January 1 of each year the department shall submit to the mayor and the speaker of the council, and post on its website, a report that compares, for each covered project completed during the prior fiscal year, the actual total cost of such covered project to the applicable cost benchmark as established in subdivision d of this section. § 3. This local law takes effect on the same date as a local law to amend the administrative code of the city of New York, in relation to requiring a catalog of standard designs for small recurring capital projects.
