No. 1004 By Council Member Maloney ..Title A Local Law to amend the administrative code of the city of New York, in relation to pedestrian safety ..Body Be it enacted by the Council as follows: Section 1. Subchapter 3 of chapter 1 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-188.4 to read as follows: � 19-188.4 Painted pedestrian safety markings. a. Definitions. As used in this section, the term "school" means any buildings, grounds, facilities, property, or portion thereof in which educational instruction is provided to at least 250 students at or below the twelfth grade level. b. Markings. 1. Within one year of the effective date of this section, the department shall paint pedestrian safety markings on or next to sidewalks at locations where pedestrians enter an intersection to remind pedestrians to look out for traffic. The commissioner shall determine the contents of such markings, which may, in the commissioner's discretion, include phrases such as "LOOK UP" or "LOOK BOTH WAYS" or indicate the direction in which pedestrians should look first with phrases such as "LOOK LEFT" or "LOOK RIGHT." 2. The department shall paint such markings at no fewer than 500 intersections throughout the city, with at least 50 such intersections located in each borough and at least 200 such intersections adjacent to schools. 3. The department shall inspect such marking every 5 years and shall repaint such markings if necessary. � 2. Section 19-195.2 of the administrative code of the city of New York, as added by local law number 98 for the year 2024, is amended to read as follows: � 19-195.2 Public education campaign. a. Generally. The department shall conduct a continuing public education effort regarding the rights and responsibilities of pedestrians and operators of motor vehicles, bicycles, and other mobility devices on city roadways. All materials produced as part of this public education effort shall be posted conspicuously on the department's website. b. Distribution of materials in schools. The department shall, as part of the continuing public education effort described in subdivision a of this section, create written materials that are appropriate for different age groups and can be distributed to schools. The department shall distribute such materials to the department of education so that they may be distributed to each school of the city school district of the city of New York, to be shared with every student of each such school, at the beginning and end of each academic year. The department of education shall also notify other schools located in the city that provide educational instruction at or below the twelfth grade level but are not part of the city school district of the city of New York, that such materials are available online for distribution to students. � 3.
