Be it enacted by the Council as follows:
Section 1. Title 10 of the administrative code of the city of New York is amended by adding thereto a new section 10-110.1 to read as follows:
�10-110.1 Parade Task Force. a. The parade task force shall consist of ten members, five appointed by the mayor and five appointed by the speaker of the council. The mayor shall appoint the following members of the task force: (i) one member from the department of parks and recreation, who shall be recommended by such commissioner; (ii) one member from the department of sanitation, who shall be recommended by such commissioner; (iii) one member from the police department, who shall be recommended by such commissioner; (iv) one member from the department of transportation, who shall be recommended by such commissioner; and (v) one member from the New York city transit authority, who shall be recommended by such chairperson. The speaker shall appoint the remaining five members of the task force as follows: one member shall be appointed from each of the five boroughs and each member shall be recommended by the council. The members of the task force shall be appointed within thirty days of the effective date of this section and shall serve without compensation. The task force shall have a duration of twelve months.
b. The task force shall:
1. Examine the dispersion of processions or parades within each borough and throughout the city of New York, and assess the impact of parades upon the peace, quiet and comfort of the neighboring inhabitants.
2. Propose a plan for the future equitable distribution of processions and parades throughout the city, which plan shall include but not be limited to the following: (a) A reasonable limitation upon the number of parades that may take place wholly or substantially within any one community district in any one year. (b) An equitable method for apportioning permits for processions or parades in community districts in which the number of applications exceeds or is expected to exceed any established limitation.
3. Review current law enforcement, transportation, traffic management and sanitation procedures and make recommendations for improvements thereto.
4. Assess the cost of parades to the city and issue recommendations for reducing those costs.
c. The task force shall meet at least once a month and shall issue a final report to the mayor and the council detailing its activities and recommendations.
�2. This local law shall take effect immediately.
